Azerbaijan has systematically cultivated politicians across Europe through what became known as "caviar diplomacy" — a strategy of lavish gifts, paid trips, and direct bribes to secure favorable votes in international bodies, particularly the Council of Europe and national parliaments. German Bundestag members were among those targeted.
