Luis Bárcenas (born 1957) served as treasurer of Spain's conservative Partido Popular (PP) from 1990 to 2009, controlling the party's finances during its rise to dominance. Behind the official accounts, he maintained handwritten ledgers documenting a massive slush fund fed by corporate donations and kickbacks.
When his "Bárcenas papers" were exposed in 2013, they revealed monthly cash payments to top PP officials including PM Mariano Rajoy. The scandal proved the party had operated a parallel financing system for decades, with Swiss bank accounts at HSBC Geneva.
