Biography
Francisco Correa Sánchez (born 1955), known as "El Bigotes" (The Moustache), was a Madrid businessman who built Spain's most extensive political corruption network. Through his events and advertising companies, he created a system of rigged public tenders in exchange for kickbacks to Partido Popular officials.
Operating primarily in Madrid, Valencia, and Galicia from 1999-2009, his network processed approximately €115 million through shell companies, Swiss bank accounts, and cash payments. He cultivated relationships with PP politicians at all levels, providing luxury gifts, trips, and cash.
The "Gürtel" investigation (named for German for "belt," a translation of Correa) exposed systematic corruption that eventually brought down Prime Minister Mariano Rajoy in a no-confidence vote in 2018.
