Biography

Joseph Muscat (born 1974) led Malta's Labour Party to historic victories in 2013 and 2017, becoming one of Europe's youngest prime ministers. A former journalist and MEP, he promised modernization and economic growth.

His government delivered strong GDP growth but was shadowed by corruption scandals. When the Panama Papers exposed his Chief of Staff Keith Schembri and Energy Minister Konrad Mizzi, Muscat protected them despite public outrage and journalist Daphne Caruana Galizia's relentless investigations.

Daphne was murdered by car bomb in October 2017. When businessman Yorgen Fenech was arrested in November 2019 and implicated Schembri, mass protests erupted. Muscat resigned in January 2020, becoming the first EU leader forced out by a murder investigation.
