Biography
Keith Schembri (born 1969) was Malta's most powerful unelected official, serving as Chief of Staff to PM Joseph Muscat from 2013-2019. A printing businessman who owned the Kasco Group, he became the operational center of the Muscat government.
The Panama Papers in 2016 revealed he owned a secret company, Tillgate Inc., established shortly after Labour's 2013 election victory. Journalist Daphne Caruana Galizia relentlessly investigated his offshore dealings. She was murdered by car bomb in October 2017.
When businessman Yorgen Fenech was arrested in November 2019, he implicated Schembri in the murder conspiracy. Schembri resigned and was arrested, though released on bail. His company 17 Black was set to pay $2 million to Schembri's Panama structure.
